Carlos Filipe Portela was born in Trofa, Portugal, and holds a licentiate degree in Technology and Information Systems, as well as a master's degree in Engineering and Management of Information Systems from the University of Minho. He received a Ph.D. in Information Systems and Technologies from the University of Minho, where he also completed a post-doctoral project. He is a member of the Portuguese Order of Engineers and works as a professor, researcher, scientist, writer, advisor, and entrepreneur.

Filipe Portela is the founder, Chief Executive Officer, and Director of Research, Development, and Innovation (R&D&I) at IOTECH, a technology-focused R&D company established in 2018. He is an integrated researcher at the Algoritmi Research Centre and an Invited Assistant Professor at the Department of Information Systems, School of Engineering, University of Minho, where he teaches Web Programming and Artificial Intelligence.

Scientifically, Filipe has authored over 200 indexed publications in leading research areas, including Artificial Intelligence, Intelligent Systems, Decision Support Systems, Gamification, Pervasive Systems, Business Intelligence, Data Mining, and Knowledge Discovery in Databases. He is also the author of several technical books published by FCA Editora and holds a patent in Data Science. He is the Principal Investigator (PI) and project manager for multiple R&D&I initiatives, such as ioCity, GIATEX, BE@T, ioIndustry, Agrovila, and others. He also serves as an editor and co-organiser of international conferences, workshops, and scientific journals in his fields of expertise, with a portfolio of over 70 initiatives.

Currently, he is also the Vice-President of the Associação Empresarial do Baixo Ave (AEBA), where he oversees areas related to Emerging Technologies, Artificial Intelligence, and training. Additionally, he is an active mentor within the Famalicão MADEIN network and a member of several national and international associations and innovation clusters, including TICE.PT, GAIA-X, APPIA, AIS, among others. He also serves as President of the General Assembly of the Parents’ Association of Bairros School in Trofa and actively participates in local governmental organisations.

As a specialist in data analytics, artificial intelligence, and a digital transition adviser, Filipe Portela works on several projects and is dedicated to driving innovative and sustainable solutions to tackle the technological and societal challenges of our era.
